29/04/2005 - David Harris
of Pool Farm, Kenfig, was ordered to pay a
total of £1,200 after pleading guilty
to a waste offence in a prosecution brought
by Environment Agency Wales yesterday (Monday)
at Bridgend Magistrates Court sitting at the
County Court, Bridgend.
Harris pleaded guilty to a charge committed
under Section 33 of the Environmental Protection
Act 11000 in relation to depositing controlled
waste on land that didn’t benefit from a Waste
Management Licence. He was fined £600
and ordered to pay a further £600 towards
the Agency’s investigation and prosecution
costs.
The court was told that Harris had been seen
by Agency Officers on 20 September 2004, collecting
a trailer full of waste from a property in
Aber Road, Nantymoel. The officers followed
the tractor and trailer back to Pool Farm,
where the contents were seen to be illegally
deposited.
After the case Agency Enforcement Team Leader
Selby LeRoux said: 'The illegal deposit and
disposal of controlled waste at unlicensed
sites is a continuing problem, often caused
by deceitful waste operators wanting to avoid
legitimate disposal costs. There is no excuse
for disposing of waste unlawfully and the
people that carry out these activities clearly
have no regard for the countryside they live
in. The Agency will not hesitate to prosecute
anyone found responsible for breaking the
law and disposing of waste on land that does
not have a Waste Management Licence.'
