Carnell, of Sutton Coldfield, has been appointed
to the Environment Agency’s Midlands Regional
Environmental Protection Advisory Committee (REPAC).
Dr Carnell has a PhD in Water
Resources and has written several papers on forecasting
water demand.
He is Managing Director of South
Staffordshire Water, is a past President of the
Institution of Water Officers (Midlands) and national
president elect (2008).
He is also a past President
of the European Meter Reading Association and
is the current chairman of the Water Industry
charity for training awards (USIT).
Speaking of his new appointment,
Dr Carnell says: "Through my work I have
forged close links with the Environment Agency
and I am looking forward to serving on REPAC.
"I am particularly keen
to have the opportunity to influence the water
resources debate at a stage earlier than that
to which am accustomed and, as a key customer,
to provide a sense of balance."

REPAC (Regional Environmental
Protection Advisory Committee) is an advisory
committee which specifically concentrates on pollution
control, water resources, air quality, control
of complex industrial processes and disposal of
controlled waste and makes recommendations on
the following areas:
operational performance issues
of concern in the region
issues of concern in the region
the implications of national
policy proposals.
The committee is made up of
a Chairman appointed by the Secretary of State
for the Environment, Food and Rural Affairs, the
Chairmen of RFDC and RFERAC and eighteen other
members who represent the following interests:
Regulated industries
Land and air
Conservation
Local Government
The committee meets quarterly.

Cheltenham netsman to serve
on Environment Agency committee
2-May-2006 - Well-known local
angler and netsman, Peter Kavanagh, has been appointed
to the Environment Agency’s Midlands Regional
Fisheries, Ecology and Recreation Advisory Committee
(RFERAC).
Mr Kavanagh, who lives in Cheltenham,
is Vice Chairman of the Severn Estuary (Nets and
Fixed Engines) Fishermen’s Association.
He serves on the Lower Severn
Area Environment Group and the Severn Vales CAMS
Stakeholder Group and is a member of Tewkesbury
Popular Angling Club and Corks Hill Angling Club.
Mr Kavanagh also served on RFERAC
between 1995 and 2004, when he represented the
views and concerns of salmon and elver fishermen
in the Lower Severn Area, and the Lower Severn
Area Environment Group.
Speaking of his appointment,
Mr Kavanagh says: "Having worked closely
with local Environment Agency officers, I am looking
forward to serving again on RFERAC.
"RFERAC has an important
role in the Environment Agency’s consultation
process. It allows an exchange of views between
the Agency and stakeholders. Through its members
it provides a better understanding between different
interest groups.
"As a local angler and
netsman, I feel it is my duty to seek representation
at a regional level to inform and advise, as necessary."

Derbyshire man to serve on Environment
Agency committee
2-May-2006 - Local angler, Mark
Owen, has been appointed to the Environment Agency’s
Midlands Regional Fisheries, Ecology and Recreation
Advisory Committee (RFERAC).
Mr Owen, a commodities trader
from Overseal, near Swadlincote in Derbyshire,
serves on the Gopsall Fishing Club Committee,
as Project Officer in charge of a habitat improvements
project on the River Sence, in partnership with
the Environment Agency, Wild Trout Trust and National
Grayling Society.
He is a founder member of the
Middle Trent Angling Consultative, which launched
on 9 February 2006.
A former pupil of Repton School
in Derbyshire, he is currently studying for a
BSc (Hons) in Environmental Management at the
University of Derby.
Following a career in international
banking, he was appointed Vice President of Four
Kings, Inc in 1994. He is also an independent
consultant advising on crude oil projects.
Previously as a scuba diving
instructor, he taught disabled people to dive
and was a founder member of the Handicapped Diving
Association.
Speaking of his new appointment,
Mr Owen says: "Having worked closely with
local Environment Agency officers over the last
few years, I am looking forward to serving on
RFERAC.
"I feel strongly that there
has to be a restoration of balance in our waterways,
river courses and river basins to ensure maximum
bio-diversity and to ensure that all users are
treated and respected equally.
"I feel I can bring to
the committee a mix of skills, primarily angling
but also practical conservation, business and
finance."
